Banyan Global was a subcontractor to International City/County Management Association (ICMA) on Strengthening Urban Resilience for Growth with Equity (SURGE), a five-year project supporting the United States Agency for International Development (USAID)/Philippines’ Cities Development Initiative. SURGE supported the development of conditions for broad‐based, inclusive, and resilient economic growth for a critical mass of cities and surrounding areas outside of metropolitan Manila. It emphasized improvements in land tenure and land information management in selected cities, with support for the development of comprehensive city land tenure profiles, land tenure improvement plans and consolidated maps for pilot villages. Banyan Global’s role was to integrate gender equality measures into project policies and operations, project design, implementation, and monitoring and evaluation.
