Department of State Bureau of Energy Resources Evaluation for the Energy Governance and Capacity Initiative (EGCI) Assistance to Ukraine
Banyan Global served as a subcontractor to Guidehouse on the Department of State Bureau of Energy Resources (DOS/ENR) Evaluation for the Energy Governance and Capacity Initiative (EGCI) Assistance to Ukraine. The Energy and Capacity Initiative Assistance to Ukraine sought to strengthen Ukraine’s energy independence in the gas sector by providing technical, financial, legal and environmental support to Ukraine’s national oil and gas company and its upstream subsidiary. This evaluation rigorously examined the program’s leadership in stakeholder coordination, assistance in strengthening corporate governance among state-owned enterprises, and increasing domestic gas production, with the long term goal of attracting Western investment. Additionally, the evaluation provided the Bureau of Energy Resources with lessons learned to improve future EGCI assistance and regional programming. Employing a mixed methods approach, utilizing both qualitative and quantitative data, the evaluation team conducted an in-depth, comprehensive analysis of the program’s activities to develop detailed findings, conclusions and recommendations in response to the evaluation questions.
