Women, children and persons with disabilities often encounter unique challenges in times of disasters, and disaster risk reduction plans with blanket solutions are unable to respond to their different considerations and reduce their risks. By enhancing evidence-based planning with socially inclusive data, cities can integrate gender responsive concepts into existing structures, processes, plans, and systems to ultimately increase the chance of survival for all constituents.
