Strengthening Tenure and Resource Rights (STARR) II, 2018–2023

The Strengthening Tenure and Resource Rights (STARR) II indefinite delivery, indefinite quantity (IDIQ) contract is a five-year program with a $650,000,000 ceiling to provide technical assistance to the United States Agency for International Development (USAID) Office of Land and Urban (LU) in the Bureau for Economic Growth, Education, and Environment (E3). STARR II’s objective is to improve land tenure security for women, indigenous peoples, pastoralists, and disadvantaged groups through economic development, food security, local property and lands rights programming. STARR II’s activities include:  securing resource rights and improving resource governance; evidence and learning; training; and knowledge management and communications. As a subcontractor to Abt Associates, Banyan Global is leading STARR II’s gender integration and social inclusion activities.
